29.04.03. - The rating of Bashkorstostan is increased
“Bashinform”, according to “Interfax” materials. The international rating agency Standard & Poor ($ Comma)s informed about increasing of the long-term credit rating of Bashkortostan up to the level of “C+”. The rating forecast - “stable”. “Rating increase reflects adherence of the republic to adoption of the conservative debt policy and achieving of high pointers of the budget performance, despite low economics growth rate and increasing financial load on the regional budget”, - said the credit analyst of Standard & Poor ($ Comma)s Felix Eygel. The level of Bashkortostan’s ratings (credit rating according to obligations in national currency: CC+ /stable/ C; credit rating according to obligations in foreign currency: CC /stable/ C) is limited by a number of factors: low level of the income predictability and flexibility; high dependency on transfers from the financial budget from 2003; concentration of the largest taxpayers in the oil-producing and oil-processing industries which exposes the republic to the risk of uncertainty being peculiar for this sector, though this risk is partially compensated by the growing diversification of the economics. The level of ratings, according to the agency, is supported by: not big according to the international and Russian standards debt load; tendency to keeping of high level of the budget performance with the current proficit at the rate of 30% during the following four years and not big proficit taking into account capital expenses; comparatively high level of liquidity and capital expenses which is additional financial protection.
29.04.03. - Yearly meeting of PC “ANK “Bashneft” shareholders took place in Ufa
Ufa. In April 28, in the House of Culture “Chemist” there took place the general yearly meeting of PC “ANK “Bashneft” shareholders. According to the company’s press-service, there have been approved the estimate for profit distribution for 2003 and amount of dividends, there has been elected the committee of directors, as well as inserted alterations and supplements to the charter. The shareholders have approved the yearly report where there has been stated that in 2002 there has been succeeded first in 20 years to stop dropping of production volume. The increase has been achieved thanks to increasing of the production volume on the territory of Hanty-Mansiyskiy autonomous region. At present “Bashneft” is cultivating more than 150 deposits, and their main portion is on the later stage of developing. Therefore, in recent years it has been actively working on searching and exploring of new deposits both on the territory of the republic and in the Western Sibir. As to the entry of new deposits, “Bashneft” has been occupying the third place among the oil companies of Russia for the last six years. Today it has the 20% share of the industrial products of the republic and the sixth part of its budget intakes. Last year the company started to work on its restructuring the goal of which is increasing of effectiveness of the production control. Newly established service firms are being delegated the whole complex of services which were earlier rendered to “Bashneft” by its own subdivisions. Basic pointers of the company’s financial activities prove the correct strategy course. Current liquidity ration has increased from 3.49 in the beginning of the year up to 6.4 by the end with the standard of 2.0. It indicates high paying capacity of “Bashneft” and availability of circulating assets from the own funding sources. The figures show that “Bashneft” is in absolutely stable financial state and has acceptable make-up of the balance. The shareholders have accepted the proposition of the committee of directors as to the amount of dividends: for one privileged share - 1 rouble, for equities - 20 kopecks. In the future the company is going to continue working on increasing of effectiveness of the oil production on the basis of using modern technologies of oil well building and methods of increase of layers’ oil delivery, optimization of the production control and expenses reduction. In 2003 it is planned gradual raising of the general volume of oil production from the deposits of the Western Sibir. The last three months the shares of “Bashneft” have been stably risen in price, the company’s capitalization has risen up to 470 million dollars (more than 20%). Bashinform.
28.04.03. - Business contacts of “Gasprom” with PC “UMPO” are strengthened
The result of the recent visit to PC “Ufa motor-building production amalgamation” by the representative delegation of JSC “Gasprom” headed by the first president deputy Mr. Alexandr Ananenkov has become ratification of the agreement on the delivery for 2003-2004 of 22 sets of power drives and gascompressor units. The Ufa motor-builders connect these deliveries with big hopes for strengthening positions on the domestic market and improving of the enterprise’s economic figures. The first inter-departmental testing of the gascompressor unit developed and assembled by UMPO took place on the eve of the new 2003 in the settlement Moskovo of Davlekanovsk region. At that time, after having familiarized with operation of the compact, safe economic unit, the commission gave permission for its serial production. Up-to-date “gascompressors” are extremely needed to “Gasprom”, because it has the goal of renovating of the old equipment. Units with “UMPO” brand equipped with the newest automatic control system can save up to 30% of the consumed fuel gas and can substitute three of the currently operating set-ups of the old type. Only in Moskovo there will be installed in the near future up to four of such units. One of them is already operating. The representatives of “Gasprom” while examining the plant’s shops and getting acquainted with the novelties of the production expressed assurance that the huge potential of PC “UMPO” will be used for needs of the gas industry, and production of the ground turbines with each year will grow stronger.
28.04.03. - For three months of this year the production volume in Bashkortostan has made more than 45 billion of roubles
Ufa. Bashkortostan’s State Comstat has summed up the results of the industry work for January-March of this year. Production volume for this period of time has made 45.2 billion of roubles which is more than for the same period of time in 2002 by 8.4 %. Since the beginning of the year there have been increasing the volumes ferrous metallurgy, food, flour-grinding-groats, medical and polygraphic branches. The growth has been contributed to by the enterprises of power industry, fuel industry, machine-building and metal-working. Work of the building materials industry is being stabilized. At the same time there has been reduced production by the subjects of chemistry and petrochemistry, timber, light, woodworking and pulp and paper industry, glass and porcelain-faience industry. As to concrete kinds of products, for the first quarter in Bashkortostan there has been increased production of oil products, synthetic resins and plastic masses, trolley-buses, motoblocks and motopropagators, electric irons, wood and cement-chip sheets, plywood, cement, soft housetop, building glass, linoleum, hosiery and knitwear goods, artificial soft leather, shoes, sausages, vegetable oil, flour, groats, beer, mineral water, cheese, milk products and other products. 25.04.03. - President and the Prime-Minister of the republic visited enterprises of the town of Tuimazy
President and the Prime-Minister of the republic visited enterprises of the town of Tuimazy. Today, after participation in the starting of the first line of the joint enterprise Public Corporation “ItalBashkeramica” and opening of the bus terminal in the town of Oktyabrskiy after reconstruction, President of the republic Murtaza Rakhimov and the Prime-Minister of the Government Rafael Baidavletov have arrived in the town of Tuimazy. Here they have visited LLC “Apogey” engaged in the furniture production, have visited the sausage workshop SAVA and the pasteboard-paper industrial complex. The republic leaders have got acquainted with the production, products manufactured, have talked with the workers of enterprises.
25.04.03. - Opening of the joint enterprise LLC “ItalBashkeramica” in the town of Oktyabrskiy
President and the Prime-Minister of the republic have taken part in opening of the enterprise “ItalBashkeramica”. Today President Murtaza Rakhimov and the Prime-Minister Rafael Baidavletov have taken part in launching of the first line of the joint enterprise LLC “ItalBashkeramica” in the town of Oktyabrskiy, with the annual planned production capacity of 2.2. million square meters of the floor and wall ceramic tiles. It took only a year for participants of the construction - collective of PC “Stroneg”, subcontractors, factory workers in order to establish modern computerized production on the basis of the former Soviet enterprise with its depreciated products with no demand. Construction of “ItalBashkeramica” took more than half a billion roubles. And without the support of President and the Government (70 % of the indicated means were invested by the republic, the rest - by the Italian side and the town of Oktyabrskiy) appearing on the economic map of Bashkortostan of such large modern enterprise would be difficult even to imagine. Nice, with tender tones glazed tiles manufactured today on the Italian equipment and following the Italian technology, according to the specialists, meet requirements of the world quality level, and will be of high demand. Moreover, according to the specialists, they will cost much lower than the import analogue. M.G. Rakhimov called the new enterprise as unique. “It is of great importance not only for town of Oktyabrskiy, but for the whole country, - stressed President. - This production will allow to develop construction technologies of the republic to the higher level, will contribute to improving culture and quality of the construction works”. President of Bashkortostan has awarded workers of “Immunopreparat” for constructing the new line. The task of the population health strengthening is one of the priority tasks of the policy of the Republic of Bashkortostan. Announcement of the last year as the Year of Health allows to activate efforts directed to strengthen material and technical base of public health institutions. “The most important component in this matter is development of the pharmaceutical industry”, - said during the opening of the new line of innofusional solutions on the enterprise “Immunopreparat” President of Bashkortostan Murtaza Rakhimov. “Immunopreparat” is one of the largest science-production complexes of the country. High quality of the products and professionalism of the personnel are marked by numerous Russian and republic awards, - continued the head of the republic. After congratulating the enterprise’s collective with opening of the line of innofusional solutions of the new generation demanded in the practical public health service of Bashkortostan and Russia, Murtaza Rakhimov has presented governmental awards to the workers who participated in the building and construction works and start-adjusting works. Diploma were awarded to the chief engineer of the enterprise Flarit Ibragimov and the chief of repair-construction area Nikolay Oleynik, and the chief forewoman Olga Biryukova was named “Honoured builder of RB”.
21.04.03. - Realtors of Bashkortostan discussed the perspectives of development of the real estate market
In Ufa, in the palace of culture “Neftyanik” has finished the round table organized within the framework of the republic conference “Modern technologies of realtors’ activities”. Its participants, leaders of real estate agencies and representatives of public organizations of Bashkortostan, discussed problems and perspectives of development of this market sector and exchanged practical experience. Ilona Lutz , executive vice-president of the Russian guild of realtors, answered questions of the participants. She told about the work of professional participants of the Russian real estate market in Moscow, Saint-Petersburg, Novosibirsk, Omsk, as well as in the countries of the near and far abroad. Main accent in her report she made on expanding of cooperation of the firms-participants of this market and coordination of activities within the framework of the realtors’ association. According to Ilona Lutz, it will help real estate agencies to achieve higher quality of the provided services.
21.04.03. - The problems of ophthalmology are being discussed
On the 21st of April in the House of Republic of Bashkortostan M.G.Rakhimov received the chief ophthalmologist of the Ministry of Health of Russia, Director of Moscow RI of eye diseases named after Helmgoltz, professor A.M. Yuzhakov.
The guest told to President of the Republic about the opened in Ufa Russian interregional symposium “Liquidation of reversal blindness” where there are present leaders of the health authorities, chief ophthalmologists of the regions, leading specialists in eye diseases. During two days there will be discussed the experience gained in the subjects of Russian Federation, ways of further improving of the ophthalmology level, prevention and treatment of eye diseases in the country. The place for such important forum is conditioned by the fact that Ufa has become the recognized interregional center of ophthalmology.
M.G. Rakhimov noted that in the republic significant attention is given to the development of public health service, including ophthalmology institutions. There are being strengthened material and technical, scientific base and personnel composition of Ufa RI of eye diseases, there has been constructed modern building of the All-Russian Center of the eye and plastic surgery. New technologies and methods of treatment of eye diseases are being mastered. A.M. Yuzhakov emphasized that according the a number of indicators of ophthalmology organization Bashkortostan is in the first rows in the country.
