25.06.03. - Ufa-Based Enterprises Expanding External Economical Activity

According to the news and analytical department, results of the external economical activities of the capital of Bashkortostan for the last 5 months have been disclosed at the recent Ufa town authorities regular summit. Head of the External Economical Activities Department of Ministry of Economy Ruslan Mirsayapov reported to the first question. He stated that Ufa has still been a republican leader in the foreign trade capacity. According to him, within the last four months foreign trade turnover of the Ufa-based enterprises rose nearly twice in comparison with the same period of 2002. Trade balance has been keeping positive, and the quantity of the Ufa partners has been maintaining stable. At the moment, Ufa enterprises have established cooperation with 55 countries, of which 45 are non-CIS countries. Permanently increasing potential of the Ufa industrial enterprises requires foreign trade expansion. The town state authorities have made CD in Russian and English with the information about Ufa industrial enterprises. Currently French and German version of the CD has been preparing. English version of the official town authorities Internet site is about to be completed. Together with Saxon contacts office on economic cooperation in Russian Federation, based in Ufa, a new Internet project “Russian-German contacts exchange” has started. The project provides for representing the information of the Ufa enterprises, goods and services in the German Internet portals in three languages. Ufa-based enterprises regularly participate in outgoing events. In 2002 there were organized visits to Khanty-Mansiysk autonomy, Cheliabinsk oblast, Saxonia (Germany). In 2003 there have been scheduled visits to Tatarstan, Sverdlovsk oblast, Ukraine and Turkey.
In its turn, Bashkortostan received delegations from Baden-Vurtemberg (Germany), Yekaterinburg town authorities with the representatives of local industrial enterprises as well as British diplomatic delegation. In Ufa art gallery there was a ceremony of gala-opening of the Israel photo artists “Horizons” exhibition, organized by Ufa town authorities and supported by Israel Embassy in Russia Federation. In March Czech Republic officials and businessmen delegation visited Ufa.
At present, negotiations with “Inekon” company (Czech Republic) about “Tatra T-3” trolleys modernization have been held. Ufa official delegation was also invited by Ankara town Major to participate in the first conference of the twin-towns of the Turkey capital. 24.06.03. - Press Conference on Gas Industry Development Taking Place at “Bashinform” News Agency

Discussion of the Bashkortostan gas industry development perspectives has been the agenda of the press conference, held today at the “Bashinform” news agency. The members of the conference have been the Head of the Bashkortostan Regional Energy Commission Midkhat Shakirov, General manager of the open JSC “Gas-servis” Nikolai Kriukov, and “Bashkirgas Ltd.” represented by Albert Akhmetshin. Midhat Shakirov started his speech with characterizing relationships between Gasprom and Bashkortostan. Gasprom extracts one fifth of all the gas in the globe. It exports raw gas to 26 countries, secures 20-25 per cent of the tax proceeds to the federal budget and 8-10 per cent of the GDP. REC President has mentioned the figures intentionally. Bashkortostan has been cooperating with Gasprom for a long time. The first contract between the parties was concluded back in 1994, while the last one yet a few days ago. Thus, the new document specifies investments of the Head Company to the republic gas industry. Another clause stipulates for region gasification. By present it stands at 86 per cent. Construction of the industrial gas mains in Bashkortostan is about to be complete. Now distributing gas pipelines are to be constructed for the gas to be brought up to the final consumers. This year 1,500 thousands kilometers of gas lines are planned to be laid and 50 thousands of flats and buildings are to be gasified, and 35 thousands of these are village cottages. After gasification problem, the main and important question has come to be raw materials deliveries. The question has been settled by transferring stocks and securities of “Salavatnefteorgsintez”, “Kaustik”, “Kauchuk” and other joint stock companies to Gazprom ownership. In the future, a holding based on the enterprises is to be established. Besides, Gazprom is to participate in technological processes development. Thus, installation of gas turbines has been planned, and work on gas saving will continue. General Manager of “Bashkirgas” Albert Akhmeshin has enlarged upon the company's history and its current activities. The enterprise was established five years ago after urgent demands for industry reforming in the field of gas transportation and sales. That time the enterprise had not only to secure payments for the factual gas consumption, but also refund 5.5 bln rubles of the accumulated debts. “Bashkirgas” coped with the task, and by now Bashkortostan owes to Gazprom a bit over 1.2 bln rubles, whereas enterprises and village consumers owe the majority of the sum. Another press conference hero has been General manager of open JSC “Gas-servis” Nikolai Kriukov. His enterprise deals with gas circuits exploitation and construction, and gasification of consumers of different kinds. “Gas-servis” runs 33,000 kilometers of gas circuits, 1.1 mln of flats, 7,000 of municipal and other economies. All participants have expressed their mutual opinion that gas industry carries losses due to low prices for the “blue fuel”. Gas sales to private consumers incur losses, which are covered by industrial enterprises. This problem is aggravated by EC demands to level the prices for the gas at both domestic and external markets after Russia integration to EC, whereas high energy consumption of Russian industrial enterprises and low salaries of the Russian are not taken into consideration. Besides, at the conference a question of possible conversion of vehicles into gas-geared ones has been touched upon. Now gas-refueling stations are developing chaotically, and run mostly by independent companies. According to Midkhat Shakirov, this question is to be regulated by State legislation. Massive construction of gas refueling stations needs vast money - up to 7 mln rubles. Specialized companies serving industrial enterprises and private consumers lack such great sum. Moreover, it is important to define responsibilities of those companies, which equip vehicles with gas facilities. “Gas-servis” for instance does not refuel with gas, if a driver doesn’t have certificate of technical attestation for fuel facilities.

24.06.03. - New Steps Of Cooperation With Gazprom

In June 23 in the House of Republic President of Bashkortostan M. Rakhimov received Gazprom delegation headed by Gazprom Deputy Chairman A. Ananenkov. Delegation was represented by the Head of Gas Transportation, Underground Storage and Utilization Department - B. Budzuliak, Deputy Head of Regions Coordination Department - V. Koshel and General managerof “Bashtransgaz Ltd.” - S. Pashin. À. Ananenkov introduced Bashkortostan President a new General manager of “Bashtransgaz Ltd.” S. Pashin, who previously worked at a Gazprom daughter enterprise in Bulgaria. He emphasized that Pashin is one of the best professional of the concern, who was graduated from Ufa Raw Oil Institute, Doctor of Economics with the broad experience in the field, including work at Bashkortostan-based enterprises. New General manager inherited problematic legacy. He is to eliminate his predecessor damages and faults, resulted from his last year harmful activities. S. Pashin noted that his main goal is safety and security of the gas pipelines, production efficiency and workers social support. Rakhimov assured that Republic authorities would provide gas field players with necessary support. While meeting there was a discussion of the questions of implementation of the Agreement between Bashkortostan and Gazprom signed in June 19, 2003, which specifies completion of gasification process in Bashkortostan, possibility of implementation of large projects, as for conversion of technical equipment into operation using compressed gas, in particular; further development of the energy saving technologies. 23.06.03. - Over 480 ths Tons Of Raw Oil Refined At Bashkortostan The First Week Of June

Ufa. Bashkortostan remains one of the main raw oil refining regions in RF. According to Russia State Statistics Committee, within the first week of June 483 thousands tons of raw oil were refined in the republic. It is over 10% of the total raw oil refined capacity of 25 Russian enterprises under supervision of the State Statistics Committee on natural resources. The second place takes Samara oblast. Bashkortostan is a leader at automobile petrol and diesel fuel. Within this period one sixth of total produced petrol quantity and one tenth of total produced diesel fuel were produced in Bashkortostan. Total capacity of these oil products - 110 thousands and 190 thousands tons accordingly. 19.06.03. - Agreement Between Bashkortostan And Gazprom Signed

On June 19 in Moscow at Gazprom’ there have been a ceremonial signing of Agreement on cooperation between Bashkortostan and Gazprom. Bashkortostan President M. Rakhimov and Gazprom Chairman A. Miller have signed the agreement. In the course of signing both Gazprom Chairman and Bashkortostan President have highly appreciated forms of cooperation between the parties within the last years, with satisfaction pointed out positive results of implementation of the previous agreement between the republic and the gas concern. The parties has noted that the new Agreement is valid for 5 years and specifies new perspectives of cooperation between the republic and Gazprom on new gas deposits exploitation in the territory of Bashkortostan, gas delivery to local consumers and control over some crude oil refineries. À. Miller and M. Rakhimov have censured certain groups’ attempts to hinder Bashkortostan and Gazprom from the further development of cooperation and impede new agreement conclusion. 18.06.03. - Baskortostan State Statistics Committee Makes Results For Five Months Work

Ufa. Bashkortostan State Statistics Committee has summed up republic social and economical development for the January-May period. Within this period industrial output totaled 77.5 bln rubles. Factual output index rose 9.7% as compared to the same period last year. 2002 figures have been increased by electrical energy enterprises, fuel industry, metallurgical works, mechanical engineering and metal processing works, construction materials works, light industry and food processing factories, flour, cereal and mixed fodder production enterprises, medical field plants and printing trade factories. Housing construction rose 6.6 per cent as compared to the last year. Built living space totaled 283.2 thousands sq.m., whereas 73.8 per cent of it was financed by the citizens’ own savings or using bank mortgages. Positive changes were achieved in agriculture with total products output 11.2 bln rubles, which is 104.2 per cent as per the same period of 2002. 9.5 per cent increase was recorded in retail trade turnover. The average per cent was formed by the significant increase in nonfood products retailing - by 18 per cent as per the same period of 2002, whereas, the increase in food products was no more then 2 per cent. In money equivalents the total figure of retail turnover amounted to 38 bln rubles. Basing on the summary consumer price index - 0.9 per cent in May and total 6.3 per cent for the five months, which is less then the same period last year, - the inflation rate was considered to slow down. 09.06.03. - Gazprom Authorities Representatives Met Shareholders In Ufa

Ufa. Today there has been a meeting of Gazprom shareholders. It has been conducted by the Gazprom authorities representatives who are on business trip around Gazprom daughter enterprises on the eve of the annual general meeting to be held in Moscow on June 27. Before the shareholders and journalists came from Moscow and those representing Bashkir mass media a member of the board and Chief of the Estate and Corporate Contacts Department - Alexandr Krasnenkov, and the Chief of GazpromBank Interdepositary Operations Department and Depositary Calculations Center - Sergey Kalashnikov and others have made their speech. At the meeting there has been discussion of the dynamics of Gazprom development for the last 10 years, structure and efficiency of the “blue fuel” sales, basic directions of the investments and dividends distributing policy and also measures for increasing safety of the gas pipe-lines. The company’s top-managers have complained of low price for the gas sold at domestic market that decrease efficiency of their work. It caused by government regulating prices for the gas. According to Gazprom authorities, 50 per cent of Gazprom income proceeds from European gas market while the company exports no more then 30 per cent of its total output. On Russian market income totals 140 bln rubles while transport and other expenses amount to 191 bln rubles. It results in 51 bln rubles losses, which are to be covered by the export proceeds. Moreover, the company has net profit and over 80 per cent of it is invested into company development, whereas the rest are shareholders dividends. By the way, the shareholders have not been silent audience at the meeting. Many of them have asked essential questions proving that they are involved in company’s matters. For instance, they wants to know what measure have been taken to decrease the number of the go-betweens inside the country and abroad, who has not good impact on the company’s efficiency. In their turn, Gazprom managers have assured the shareholders that their interests have always been of top priority for the company and explained in detailed why it’s profitable to make investments into Gazprom today. According to them, the other days a new agreement between Bashkortostan and Gazprom for the next 5 years is expected to be signed. 02.06.03. - "Bashkirenergo" Is In The List Of 100 Top Energy Generating Systems Of Eastern Europe

Recently “Bashkirenergo” authorities have been congratulated by President of Moscow-based consulting company BKG Mark Fedin on the occasion of recognizing the enterprise to be the best Russian company in the ranking “100 Largest Companies of Eastern Europe”. In his congratulation it has been stated as follows: “As the president of the consulting company taking active part in servicing reforms at Russia’s power generating companies and under the recommendation of “Russia’s Integrated Energy Generating Systems” I have been observing the achievements of the Russian enterprises of the energy generating industry with great interest. I’m sure that such professionals like your company make particular contribution into Russian energy generating field”. According to the Bashkirenergo press service, BKG company was established in 1994. On the industrial market of fuel and power engineering complex of Russia it specializes in management optimization. Under the recommendations of “Russia’s Integrated Energy Generating Systems” it has been watching reforming process inside the company and also at separate energy generating systems.
