31.12.03. - This year in Bashkiria all the priority directions of agriculture were rendered with support
The agrarian sector development is very important to the republic, so the administration of Bashkortostan takes measures to support the agricultural manufacturers. This year isn’t exception either: the state support was given to all the priority directions of agriculture. Thus, 145 million of rubbles were directed from the republican budget to support livestock breeding, elite seed growing, gardening, horse breeding, bee-keeping, and fish-breeding. Furthermore, the part costs for insurance of agricultural crops’ harvest, the part of costs on payment interest of short-term and investment credits were compensated. At the expense of budgetary funds the cost of chemical fertilizers, means of plant protection etc. were compensated. 200 million rubbles were given by the Government of the republic to help the villagers in obtaining means of chemicalixation. 30.12.03. - Five golden Quality Marks is the result of Bashkir enterprises’ participating in the International competition
Two enterprises of our republic - joint-stock companies "Soda" and "Kaustik" - represented Baskortostan on the Tenth International Exhibition (competition) "All-Russian mark (III millenium). Quality Mark of XXI Century". The agency “Bashinform” has already announced that the mentioned before exposition has expended in Russian capital in the area if All-Russian exhibition center. The exhibitors of Bashkortostan traditionally return from "All-Russian Mark" with considerable package of awards. As the correspondent of the agency "Bashkortostan" was informed at the information-analytical department of Center of standardization, metrology and certification of the republic, our commodity producers didn’t remain without any awards. Production of CJKSC "Kaustik" was awarded with three Golden Quality Marks of XXI century, and the commodity of OJSC "Soda" - with two Golden and two Silver ones. It should be mentioned the quality marks aren’t only achievement of republican enterprises at this exhibition. The outstanding event at the present international quality action has became so-called certification of those enterprises which actively take part in National program of the best Russian commodity, service and technologies promotion. The first owners of certificate passports that prove the high quality of the produced commodity by our enterprises have become 17 best Russian commodity producers. 25.12.03. - Next year 12 million rubbles will be spent on small and medium business support
On the regular sitting of State meeting of RB the parliamentarians of the republic have adopted a decree "About the republican program of small undertaking’s state support in Republic Bashkortostan on 2004". Nowadays about 12 per cent of economically active population work in the field of small undertaking of the republic. Small business provides for about nine per cent of gross regional product of the republic. Let’s remind, in the manufacture structure the most of small enterprises work in the field of sale and catering - 38 per cent, in the field of agriculture - 23 per cent, building - 14 per cent, industry - 9 per cent. In the republic there are 21 manufacture-technological centres of subjects of small undertaking where work more than 2200 people. They occupy more than 250 thousand square metres of production space and about three thousand hectares of agriculture grounds. Due to the special features of small undertaking of the republic, the priorities in development will be given to the industrial manufacture and innovative sphere, to the agroindustrial complex, including processing of agriculture products. Also to the timber complex, timber cutting, building and housing sphere, consumer services to the population, folk trade and handicraft, internal tourism and roadside service, and also to the utilization of scrap, and nature-conservative activity. All these branches and their financing at the rate of 12 and a half million rubbles are registered in the Program. According to this document next year it’s planning to develop a decree of republican competition "Craftsman - golden hands", to attract the subjects of small undertaking to execution of state orders, to create a Republican House of handy craft. 22.12.03. - Murtaza Rahimov gained the convincing victory in the elections of republic’s head
The President of Bashkortostan Murtaza Rahimov gained the convincing victory in the second round of the elections of the republic’s head. As the chairman of Central Electoral Committee of RB Bariy Kinzyagulov stated, last Sunday 78.01 per cent of voters gave their voices for Murtaza Rahimov. His rival - entrepreneur Sergey Eremeenko - collected only 15.85 per cent of voices. The attendance of voters was 69.94 per cent of the payroll. The level of against voting didn’t exceed 4.07 per cent. Accordingly, the voters of Bashkortostan entrusted the republic’s leadership to Murtaza Rahimov, today we can congratulate him with the victory.

The outgoing year has brought a lot of contracts to Joint-Stock Company "Bashkir Trolley-bus Plant". It’s happened due to the significant widening of external economic and international links. The enterprises, which were developing not only due to the distribution of trolley-buses, but also due to the collaboration in manufacture of modern comfortable machines. Nowadays the trolley-buses of Bashkortostan machine-builders are known in 35 cities of Russia and UIS. This year the machines "BTP" were delivered to Toliattye, Samara, Yoshkar-Ola, Kazan, Perm, Lipetsk, Petropavlovsk (Kazakhstan) and other cities. Not less productive for enterprises the approaching year wishes to be. According to the agreement between the joint-stock company and partners from Budapest upon the creation of low-floor trolley-bus with anisocronous drive, at present time the development of new machine is being held jointly with Hungarian specialists. Experienced model, as it was named at the plant, of low-floor unit the machine-builders are planning to produce in the second - third quarters next year. Not long ago Rafael Baydavletov headed a delegation at the presentation of Republic Bashkortostan in the press-centre of Ministry of RF Foreign Affairs. It was stated there that Ukraine was among the main trade partners of republican enterprises along with such countries as Netherlands, Great Britain, China, Germany. Products of fuel-energy, chemical and petrochemical, machine-building complexes. Rafael Ibragimovich reminded that Oil-Processing Plant of Kremenchuk was built with the expectation of sulfur-bearing oil, which is mined in Bashkortostan. Unfortunately, he said, after break-up of Soviet Union, some market in Ukraine was lost, and now it’s necessary to renew it. The unions "Salavatnefteorgsintez", "Soda" intensify the supply. And even they started to export our buses to Ukraine, proudly emphasized the head of the Government of Bashkortostan. He informed Auto-Plant of Neftekam had arranged the input of urban, suburban and inter-town tourist comfortable machines. Premier also believes that well-known Bashkir honey will appear on Ukrainian counters and other traditional for these regions agricultural products. In Bashkortostan’s turn they are too much interested in renewal of supply from Kremenchuk Auto-Plant. According to his information the economics of Bashkortostan feels the deficit in Kharkov tractors T-150. "We for sure will restore the lost relations", - he assured. The Prime Minister considers tractor-building and agricultural machine-building are to be the important direction in integration with Ukraine. "We could come to many points and begin to produce joint products", - said the head of Bashkortostan Government. Rafael Baydavletov especially stressed that Ukraine and Bashkortostan are united with numerous Ukrainian Diaspora in the republic. There live about 75 thousand Ukrainians. "They feel at our place like at home", - he assured. The bright evidence of Republic Government’s attention to Ukrainian Diaspora, in accordance with Baydavletov’s words, is the fact that among nine existent Ukrainian schools in Russia, seven of them are in Bashkortostan. Among the managers of economies, enterprises, large unions there are a lot of Ukrainians. Completely Ukrainian collective and cooperative economies are running in the republic. 19.12.03. - "Gasprom" Intends in Further Development of Collaboration with Bashkortostan
OJSC "Gasprom" had been collaborating with Bashkortostan successfully for a long time, - stated the vice-chairman of OJSC "Gasprom" Alexander Ryazanov in his interview to the correspondent of STRC "Bashkortostan". He said in particular, "The agreement, earlier covenanted with Bashkortostan, is prolonged in fact yearly. Perennially we come into the contacts. The good example of this is the fact of hanging state shareholding of OJSC "Salavatnefteorgsyntez" over asset management. The enterprise works steadfastly, "Gasprom" takes part, firstly, in it’s supply with raw materials and, secondly, in development and modernization of manufacture. Not far ago, for half a year, new manufacture of ethyl-benzol was started at the cost of 250mln dollars. Several days ago we signed the agreement to build the plant of polyethylene manufacture with capacity of 120thousand tons. At present time we negotiate upon a large project on modernization of "SNOS". We have adopted in RB Government the Program of this enterprise’s modernization on the period of five years at the cost of 500mln dollars. The steps, we are taking, are very serious. Plus gas supply of the republic. As far as I know there are no problems with gas in the republic. This is "Gasprom’s" desert either. And furthermore, our big enterprise "Bashtransgas" is located in Bashkortostan, the enterprise works steadfastly, develops gas-transport nets in the republic, attends to gas-mains. Especially in gas, power, petrochemical spheres we make the contacts with the republic and work together." Alexander Ryazanov considers the petrochemical complex of Bashkortostan is beyond price property of the republic and its hanging over the oligarchs is quite unreasonable. "I think, it isn’t necessary to hurry up with privatization of Bashkortostan HPS, - said Alexander Ryazanov. - Our country’s experience shows that the big objects, above all oil ones, were privatized for small money, and only small group of people enriched. The population of the country reacts upon this fact too much negatively. Thus, the situation in Bashkortostan is suspended state method, on my opinion. This method lets solve many of the problems, which couldn’t be solved if RB HPS wasn’t privatized".
18.12.03. - The part of unprofitable enterprises is decreasing in Bashkortostan
During the last year the part of unprofitable enterprises decreased in Bashkortostan - from 39.7 per cent in November 2002 to 30.4 per cent this year. As a result the sum of managing subjects exceeded from 3.1 to 2.7 milliard rubbles. The Committee of State Statistics of RB informed these facts. At the same time the republican enterprises gradually continue to shorten the debts. Thus, in October of the following year overdue accounts receivable decreased on three per cent, but the accounts payable - on 2.4 per cent, it’s made up 29 and 50 milliard rubbles accordingly. The overdue debts into the budget and off-budget funds decreased on 3.2 per cent - from 24 to 23 milliard rubbles. Let’s add, according to the results of ten months 2003 big and medium enterprises of the republic (without taking into account agricultural organizations) got a profit at the rate of 33 and a half milliard rubbles. It’s on 45 per cent more than the profits of the same last year period. Mainly unprofitable enterprises are those that deal with supply and off-load. Their negative profit made up 28 million rubbles. Especially the turnout in cable and electric-bulb segments of industry, and also in chemical, oil, tractor and agricultural machine-building. And furthermore, in November of outgoing year the turnout of automobiles has increased in 1.3 times, in 1.6 - of buses, in three times - press-forging machines and in two times - of the units per chemical fertilizers carrying. 11.12.03. - Economics of Bashkortostan keeps steady stability
Efficient statistic data tells about the economical stability of Bashkortostan. The correspondent of agency "Bashinform" in State Committee of RB Statistics was informed that in accordance with the results of eleven months of the following year the increase of the industrial manufacture went on in the republic. Only in November big and small enterprises have turned out products on 15.1 milliard rubbles - it’s almost seven per cent more then in November last year. The total manufacture turn over has increased on slightly more seven per cent in comparison with the same last year period, in money equivalent it’s 163.2 milliard rubbles. Positive results were provided by the enterprises of metallurgy, machine-building and metal-working, petroleum processing industry, timber, wood-working and pulp-paper, light, food, flour-and-cereals and feed mill, medical, printing branches and industry of building materials. The republic takes one of the leading places among the regions of Russian Federation in accordance with temps of industrial manufacture. The volume of accommodation’s putting into operation in the republic during this period exceeded the level of 2002 more then on 12 per cent. Totally on the beginning of December in the republic there were almost 150 thousand square kilometers of dwelling built by organizations and population. Only in November about 132 thousand square kilometers of dwelling were put into operation, it’s on 34.6 per cent more then in November last year. Let’s notice that due to the results of eleven months of the following year the republic takes one of the leading places among all the regions of Privolzhskiy Federal Region in the field of dwelling. Consumer market of Bashkortostan is characterized with saturation and stability. From January till October turn over of retail trade exceeded the last year level on 12.7 per cent and made up 73.6 milliard rubbles. The composite index of consumer prices in November was 100.7 per cent, but from the beginning of the year it increased on ten per cent in Bashkortostan. The index of prices of foodstuff (including the alcoholic drinks) by the beginning of November made up in the republic 104.7 per cent, of nonfoods - 105.6 per cent, of paying services to the population - 128 per cent. Such significant increase in the latter case was, either in other regions, mainly due to the exceed of tariffs on housing services in one and a half times. The positive results are given with the adopted measures on lowering debts in celery in the republic. According to the data on the first of December of the outgoing year, from January the size of debts decreased on 544 million rubbles - practically in 2 times. Only during the last month 127.6 million rubbles were paid out. Nowadays the total sum of overdue debts in salary makes up 365.2 million rubbles. Positive improvements in social sphere have saved. Average money incomes per head during the ten months of the following year, according to the preliminary estimation, have increased on 15 and a half per cent in comparison with the last year. Real charged salary has exceeded on four and a half per cent. In October the average income per head made up 5 thousand and 250 rubbles. During the period from January till November increase of purchasing capacity on main kinds of foodstuffs was observed, but demand of paying services decreased due to the exceeded tariffs. 4.12.03. - Power Engineer Specialists of Bashkortostan Are the First in Energy-
Saving
Joint Stock Company "Bashkirenergo" took the first place in the competition "Best Realization of Regional Program in Increasing of Fuel - Energy Resources’ Effective Using ". It was held on the scope of the V All-Russian Particularized Exhibition "Energy-Saving in Russian Regions - 2003", which went off in Moscow at the end of November. As the enterprise’s press-cutting service informs, the work of the power supply system on this direction was estimated in accordance with presented materials on the exposition. On the stand there were also presented creations of Ufa’s SME "Motor", which are widely used in republican energy system - over-strip honeycomb compaction of turbines’ running part, ion-plasmic evaporation of turbine blades etc. The distinctive feature was the fact that they weren’t just projects, they were power objects, which are in exploitation and give much economy of fuel-energy resources. 2.12.03. - Due to the economic indexes Bashkortostan is still leading in Russia
Several days ago the official site of Russian Centrobank renewed the data about social-economic development of Russian regions, having presented the activity of RF subjects during 9 months of 2003 to its visitors. According to this information Bashkortostan is still leading in Russia. Thus, among 75 discovering regions our republic is in the leading ten of industrial manufacture volumes. It has produced on 12 per cent more than the region of Nizhegorodsk has done, of Perm - on 6.2 per cent, of Leningrad - on 65 per cent. During the nine months of the following year the industrial products have been produced on 7.5 per cent more than during the same last year period. In Krasnodarskiy region such index was 2 per cent, in Krasnoyarskiy region - 2.7 per cent, in Nizhegorodskaya oblast - 6.4 per cent, in Tatarstan - 3.8 per cent, but in Samara decrease was fixed - 1.2 per cent. The investment amount into the fixed capital in Bashkortostan was 25 milliard 809 million and 500 thousand rubbles during January - September 2003. It’s more than in Krasnoyarskiy region - on three per cent, in Nizhegorodskaya oblast - on 14.3 per cent, in the region of Perm - on 42.6 per cent, of Chelyabinsk - on 44 per cent. The total amount of income, that Bashkortostan enterprises had got, was 26 milliard 250 million and 368 thousand rubbles. Due to this index the republic has taken the lead over Tatarstan on 3.7 per cent, Chelyabinskiy region - on 11 per cent, region of Sverdlovsk - on 39 per cent, of Perm - on 40 per cent, of Nizhegorodsk - on 115 per cent, of Samara - on 123 per cent, of Leningrad - on 138 and Krasnodarskiy region - on 67 per cent. At the same time during January - September 2003 profit in our region has increased on 21.1 per cent in comparison with the same last year period, in Sverdlovskiy region - on 17.4 per cent, in Tatarstan - on 2 per cent, and in Tumenskiy region it decreased on 30 per cent. In the field of agriculture Bashkortostan is still holding the second place in the country, Krasnodarskiy region takes the lead. The main our competitors in this field are Tatarstan, Rostovskiy and Stavropolskiy regions, they have produced agriculture products less. In neighbour Tatarstan, which takes the third place, the volume of agriculture products was 32 milliard 525 million and 600 thousand rubbles, it’s on 22.9 per cent less than in Bashkortostan. In January - September 2003 the decrease has been noticed in comparison with the same period of the previous year: in Stavropolskiy region - 18.6 per cent, in Krasnodarskiy - 11 per cent, in Rostovskiy region - 8.4 per cent and in Tatarstan - 1 per cent. The manufacture capacity in agriculture during this period has increased on 0.5 per cent in Bashkortostan. High results in Bashkortostan industry and agriculture have told upon the budget of the republic. It was executed during the nine months with proficit (incomes are higher then outcomes) in 5 milliard 95 million rubbles. It’s more than in Tatarstan on 7.8 per cent, Chelyabinskiy region - on 23.8 per cent, in Moscow - on 80 per cent. Among the 72 of discovering districts by Centrobank of Russia, only Tumenskiy district’s proficit was higher than Bashkortostan’s one.
